The DPS was founded by Chester Versteeg in l94l (see history articles in 210 to 214). The Section consisted of those who had climbed the designated seven peaks but it had no formal structure. It adopted bylaws and had interim officers in 1946; the first recorded election of officers is in the Southern Sierran of Feb 1947. Early bylaws called for five officers by title Chair, Vice Chair, Secretary, Treasurer, and "one other member". In 1953 the offices of Secretary and Treasurer were combined; this reduced the management committee to four members. In 1963 the committee was again extended to five members and they were to be elected by mail ballot. The elected decided among themselves upon the allocation of positions. The Jobs were specified as Chair, Vice Chair, Sec/Tres, and two "Members-at-Large". A bylaw change in 1970 turned one of the Members-at-Large into a Program chair. The other Member-at-Large was variously celled Liason, Banquet Chair or Council Rep. In 1984, the Sec/Tres was split into two positions and the remaining "Other Officer" was eliminated. Until 1961, elections were done at annual meetings held in Dec or Jan and the administrative year was the calendar year. In 1963 the activity year was changed to end in May and therefore the management committee served for 17 months. The data given here were obtained from minutes of meetings and copies of the SAGE that are in the official DPS records. The records are reasonably complete for the elected offices but are not so for the appointed positions. Some of the minutes or news items are of the type "The new management team was introduce" but they fail to give the names of the people. |
