"The Mountaineering Committee shall also maintain the lists of qualifying peaks and of emblem peaks and make recommendations for changes to those lists."
4. Changes the requirements for an emblem to be two-thirds of the emblem peaks.

In Article IX, Emblems,
  a. In Section 1, replace

"and which shall include five of the following six peaks: Rabbit Peak of the Santa Rosa Range, Mt. Montgomery of the White Mountain Range, Mt. Inyo of the Inyo Range, Telescope Peak of the Panamint Range, Kofa Peak of the Kofa Range, and Cerro de la Encantada of the Sierra San Pedro Martir"

with

"and which shall include at least two-thirds of the emblem peaks".
5. Changes the number of peaks required for an emblem from fifteen to twenty-five.

In Article IX, Section 1, change "fifteen" to "twenty-five".



DISCUSSION OF PROPOSED BYLAWS AMENDMENTS -- Girard Haven


1. This amendment was requested by the members when the bylaws were amended last year. It restores fifth member to the Management Committee, thereby providing a committee in which tie votes are impossible. No arguments against this amendment have been offered.
2. This amendment makes it possible to amend the bylaws as part of the yearly elections. It also retains the current method of amendment in meetings. If this amendment is not passed, the rest of these amendments will be invalid and will have to be offered at a meeting next year.

The arguments in favor of this amendment are:
  1. Amendments offered as part of the yearly ballot can be considered and voted on by all members of the section, not just those who are able to attend the meetings.
  2. Fair discussion of amendments is assured by requiring that they be presented at a meeting and that pro and con arguments be distributed with the ballot.
